Introduction

Background

On the 4th of November 2010, the Treasury of Malaysia approved the establishment of Hospital Support Service Supervision Unit at hospitals under the Ministry of Health, Malaysia (MOH). The basis of this establishment is due to an initiative by The Engineering Services Department, MOH, to assume the responsibilities and functions of Syarikat Sistem Hospital Awasan Taraf (SIHAT) which at that time was tasked with monitoring the implementation of Hospital Support Service (HSS) at Ministry of Health’s hospitals. SIHAT officially ended its services on 31st October 2011.

Engineering (Operation) Unit, Kuala Lumpur Hospital (HKL) began its operation on December 2009 led by a Senior Assistant Director.

The purposes of this unit’s establishment are to supervise and monitor the six (6) parts of Hospital Support Service provided by the appointed concessionaire company, provide technical advisory service, monitor development projects and procurement of supplies as well as carry out the registration process of immovable assets in HKL.

Vision

1. Responsible for supervision of Hospital Support Service’s 6 main services which are Facility Management Service (FMS), Facility Engineering Maintenance Services (FEMS), Biomedical Engineering Maintenance Services (BEMS), Cleansing Services (CLS), Linen and Laundry Services (LLS) and Healthcare Waste Management Services (HWMS) to ensure the health and continual development of Ministry of Health’s institution based on creative and innovative human capital.

2. Ensure orderly, efficient and holistic management of Kuala Lumpur Hospital’s immovable assets through establishing an immovable asset management body.

Mission

Our mission is to ensure that Hospital Support Service (HSS) and Immovable Asset Management are supervised and implemented effectively through:

1. Compliance with the Project Operational Guidelines (POG) and current standards for the management of Facility Management Services (FMS).

2. Compliance with the Project Operational Guidelines (POG) and current standards to ensure facilities and equipment in the hospital under Facility Engineering Maintenance Services (FEMS) are safe for use.

3. Compliance with the Project Operational Guidelines (POG) and MS IEC 60601 for all Biomedical Engineering Maintenance Services (BEMS) equipment as well as compliance with MS 838 for radiological equipment.

4. Compliance with the Project Operational Guidelines (POG) and current standards to ensure Cleansing Services (CLS) provided in a safe and orderly manner.

5. Compliance with the Project Operational Guidelines (POG) and current standards to ensure Linen and Laundry Services (LLS) provided in a safe and orderly manner.

6. Compliance with the Project Operational Guidelines (POG) and current standards to ensure Healthcare Waste Management Services (HWMS) provided in a safe and orderly manner.

7. Ensure registration and management of immovable asset at HKL complies with current Tatacara Pengurusan Aset Tak Alih Kerajaan.

Objectives

1. Monitor the implementation of the privatization of six (6) hospital support services comprising of Facility Management Services (FMS), Facility Engineering Maintenance Services (FEMS), Biomedical Engineering Maintenance Services (BEMS), Cleansing Services (CLS), Linen and Laundry Services (LLS) and Healthcare Waste Management Services (HWMS) to ensure that they are implemented in accordance with the needs and requirements as stated in the concession agreement.

2. Protect the interests of the Ministry of Health of Malaysia and Kuala Lumpur Hospital users by ensuring compliance to the needs and requirements as stated in Concession Agreement.

3. Ensure competent and safe provision of Hospital Support Service (HSS) by the Concession Company.

4. Ensure efficient, smooth and holistic management of immovable asset (Facility Management Unit) at the Kuala Lumpur Hospital level.

Services

1. Supervision Of Hospital Support Services (HSS)

a. Manage and conduct inspections on works carried out by the concessionaire based on the concession agreement and specified guidelines.

b. Review and endorse the concession company's monthly fees through Validation Committee Meeting (VCM).

c. Ensure the six services provided by the concessionaire are in compliance with the concession agreement and specified guidelines.

2. Technical And Engineering Advice

a. Provide appropriate and accurate technical advice reports to hospital staff regarding specific system or equipment.

b. Ensure that technical advice provided are adhere to by hospital employees to safeguard the safety of patients and other employees.

c. Provide technical advice reports comprising of requirements for upgrades, renovations and replacements of engineering systems, buildings and infrastructure.

3. Implementation And Monitoring Of Project Development And Supplies Procurement

a. Prepare, evaluate and finalize specifications for procurement of works prior to submission to the Works Procurement Secretariate from the Development and Privatization Branch, HKL.

b. Evaluate the specifications for procurement of medical equipment and non-medical equipment prior to submission to the Supplies Procurement Secretariate from the Procurement Unit, Finance Branch, HKL.

c. Conduct technical evaluations on submitted tender documents and quotations for works and supplies procurements.

d. Collaborate with other technical departments and agencies in providing information and consultations to ensure the implementation of projects complies with hospital requirements.

4. Duties And Responsibilities Of Facility Management Unit

a. Manage all government immovable assets at the Hospital Kuala Lumpur level, involving:

  1. Asset receipt and registration
  2. Asset operation and maintenance
  3. Asset condition / performance assessment
  4. Asset restoration / modification / upgrade
  5. Asset disposal
  6. Asset loss and write-off

b. Manage membership appointment of Facility Management Unit, the Board of Immovable Asset Disposal, Investigation Committee (Loss and Write-off), technical assessment panel and the implementation team (if the activity is carried out externally).

c. Monitor, manage and evaluate the progress of the activity implementation plan in each phase of the immovable assets’ life cycle.

d. Manage the application of management budget estimates (ABM) for the management of immovable assets to the Ministry of Health to be submitted to Budget Division of the Treasury in accordance with the relevant Treasury Circulars.

e. Manage resource requirements, competency training, internal audits and records related to the management of immovable assets.

f. Conduct immovable asset management coordination meetings.

g. Secretariat of Jawatankuasa Pengurusan Aset Kerajaan JKPAK (Facility) meetings and review meetings at the Kuala Lumpur Hospital level.

  5. Ensure registration of immovable assets in order that they are maintained properly and efficiently in accordance with the specified procedures.
