Psychology Counselling

Introduction

Counselling services was offered by counsellors on 1980s at the Department of Psychiatry and Mental Health, Hospital Kuala Lumpur (HKL) for psychiatric patients and their families. Then, the Counselling Psychology Unit (UPsK) was established under the Hospital Management on 14 May 2001. Counselling services were extended to hospital staff in accordance with: (a) Surat Pekeliling Perkhidmatan Bil. 4/1998: Garis Panduan Menguruskan Pegawai Berprestasi Rendah dan Pegawai Bermasalah dan (b) Pekeliling Perkhidmatan Bil. 1/1999: Panduan Mewujudkan Perkhidmatan Kaunseling di Agensi Awam.

Vision

UPsK becomes a centre of excellence in psychological counselling services that provide services in a professional and customer-oriented manner.

Mission

UPsK will provide counselling psychology services that moved people towards the well-being of mental and emotional health which are:

  • Responsive and attentive to customers;
  • Conducted by trained and professional Psychology Officers; and
  • Implemented through the latest interventions that are strongly rooted in evidence-based practice.

Objective

To provide comprehensive, holistic and effective counselling psychology services to clients in accordance with standards practice of counselling in a professional manner.

Services

The main types of services provided to patients and hospital staff are as follows:

  • Psychology Counselling Intervention;
  • Personnel Development Program;
  • Well-being Psychology Program; and
  • Psychology Assessment.

1. PSYCHOLOGY COUNSELING INTERVENTION

The application of psychology in intervention is the step taken to create positive changes for Hospital Kuala Lumpur personnel through the Self-Empowerment Program which consists of the following programs:

1.1 Counselling Services

This service is to help Hospital Kuala Lumpur staff to improve their self-potential so that they can cope positively in facing life's challenges.

a) Counselling can be conducted as:

  • Individual Counselling
  • Group Counselling
  • Family and Marital Counselling

b) The issues covered in counselling intervention:

  • Physical health
  • Mental health
  • Career and performance
  • Attitude and interpersonal
  • Family and marital
  • Personal Financial
  • Discipline and behaviour
  • Substance abuse/ addiction
  • Sexual harassment

2. PROGRAM RAKAN PEMBIMBING PERKHIDMATAN AWAM (AKRAB)

This program trains staff to be mentors among peers with the concept of friends helping friends to improve their potential.

3. MENTORING PROGRAM

This program is an approach to provide professional guidance, support and assistance to strengthen the level of competence and increase the self-confidence and knowledge of staff in carrying out their duties.

4. PERSONNEL DEVELOPMENT PROGRAM

Listed below is among the Personnel Development Program offered to staff: 

  • Financial Literacy Program;
  • Awareness Program for Sexual Harassment;
  • Pengurusan Intervensi Bersepadu;
  • Wonderful and Outstanding Workers Program (Jom Jadi WOW); and
  • Personnel Empowerment Program (Stress Management, Communication Skills, Anger and Emotional Management, Basic Helping Skills, Personality Profiling, Teamwork Development and other program.

5. PSYCHOLOGY WELL-BEING PROGRAM

This program is a promotional activity and preventive intervention in improving the psychological well-being and strengthening the healthy lifestyle of the staff.

6. PSYCHOLOGICAL ASSESSMENT

Types of Psychological Assessment/Test offered are:

  • Mental Health
  • Personality Profiling
  • Career
  • Family and Parenting
  • Marital
  • Communication and Relationship

Clinic Schedule

Counseling psychology office operate (except weekends and public holidays) as follows:

Monday – Thursday

8.00 am – 01.00 pm

2.00 pm – 5.00 pm

Friday

8.00 am – 12.15 pm

2.45 pm – 5.00 pm

Counseling psychology clinic operating hours are from 8.00 am to 4.30 pm.

Client Charter

  1. To ensure customers at the counter will be served within 15 minutes;
  2. To provide information about counselling psychology services to every client;
  3. To strive in providing a therapeutic and conducive counselling room;
  4. To conduct counselling sessions in an ethical and professional manner;
  5. To prioritize clients in need of crisis intervention by taking immediate action; and
  6. To protect client information based on the Counsellor’s Code of Ethics.

Related Information

To empower the well-being of human capital and the community through the delivery of professional psychological services grounded in evidence-based psychological approaches, encompassing developmental, preventive, rehabilitative and intervention aspects for personnel and patients. These services are implemented in accordance with the Job Description of Psychology Services as stipulated by the Public Service Department (PSD).

The provision of psychological services is governed by established regulations, guidelines and implementation methodologies for psychological applications aimed at human capital development, as outlined in the Human Resource Service Circular on Psychological Management Version 1.0 (2022). These psychological applications encompass personnel development, personnel assessment, research and psychological intervention.
