Introduction
The Medico-Legal and Ethics Unit was established on 4 January 2019 under the Directorate of the Deputy Director (Surgery). Its primary function is to manage medico-legal complaints and civil litigation related to medical negligence at HKL.
Vision
To manage medico-legal complaints in a transparent, effective, and fair manner.
Mission
To manage medico-legal complaints and civil litigation involving medical negligence based on the guidelines provided by the Ministry of Health Malaysia to ensure fairness for both patients and service providers.
Objective

Investigate, manage, and coordinate medical malpractice and civil litigation complaints related to medical negligence.

Ensure that medical malpractice and civil litigation complaints related to medical negligence are kept to a minimum.

Ensure that the recommended improvement reports are implemented by the relevant departments.

Raise awareness among doctors and paramedics about issues related to medical negligence.
Organisation Chart
Services
Investigate, handle, and coordinate medico-legal complaints and civil litigation (civil) related to medical negligence. Act as the secretariat for the establishment of:
- Internal Inquiry Committees
- External Inquiry Committees
- Ex-Gratia Award Meetings
- Post-Payment Inquiry Committee
Coordinate the improvement recommendations from the Inquiry Committee. Serve as advisors and specialists in handling medico-legal complaints.
