Introduction
Counseling services was offered by counselors on 16 October 1993 at the Department of Psychiatry and Mental Health, Hospital Kuala Lumpur for psychiatric patients and their families. Then, the Counseling Psychology Unit (UPsK) was established under the Hospital Management on 14 May 2001. Counseling services were extended to hospital staff in accordance with: (a) Service Circular Letter No. 4/1998: Guidelines for Managing Low Performance Officers and Problem Officers and (b) Service Circular No. 1/1999: Guide to Establishing Counseling Services in Public Agencies. Starting January 1, 2024 Psychological Counseling services are only offered to the staff of HKL, HTA and IPR.
Vision
UPsK becomes a centre of excellence in psychological counseling services that provide services in a professional and customer-oriented manner.
Mission
UPsK will provide counselling psychology services that moved people towards the well-being of mental and emotional health which are:
- Responsive and attentive to customers;
- Conducted by trained and professional Psychology Officers;
- Implemented through the latest interventions that are strongly rooted in evidence-based practice.
Objective
To provide comprehensive, holistic and effective counseling psychology services to clients in accordance with standards practice of counseling in a professional manner.

1. PSYCHOLOGY COUNSELING INTERVENTION
The application of psychology in intervention is the steps taken to create positive changes for Hospital Kuala Lumpur personnel through the Self-Empowerment Program which consists of the following programs:
i) Counseling Services
This service is to help Hospital Kuala Lumpur staff to improve their self-potential so that they can cope positively in facing life's challenges.
a) Counseling can be conducted as:

b) The issues covered in counseling intervention:

ii) Mental health
iii) Career and performance
iv) Attitude and interpersonal

viii) Substance abuse/ addiction
ix) Sexual harassment
ii) Program Rakan Pembimbing Perkhidmatan Awam (AKRAB)
This program trains staff to be mentors among peers with the concept of friends helping friends to improve their potential.
iii) Mentoring Program
This program is an approach to provide professional guidance, support and assistance to strengthen the level of competence and increase the self-confidence and knowledge of staff in carrying out their duties.
2. PERSONNEL DEVELOPMENT PROGRAM

i) Financial Literacy Program
ii) Awareness Program for Sexual Harassment
iii) Pengurusan Intervensi Bersepadu
iv) KOSPEN WOW Program
v) Wonderful and Outstanding Workers Program (Jom jadi WOW)
vi) Personnel Empowerment Program (Stress Management, Communication Skills, Anger and Emotional Management, Basic Helping Skills, Personality Profiling, Teamwork Development and other program.
3. PSYCHOLOGY WELL-BEING PROGRAM
This program is a promotional activity and preventive intervention in improving the psychological well-being and strengthening the healthy lifestyle of the staff.

Clinic Schedule
Counseling psychology office operate (except weekends and public holidays) as follows:
Monday – Thursday | 7.30 am – 01.00 pm | 2.00 pm – 5.00 pm |
Friday | 7.30 am – 12.15 pm | 2.45 pm – 5.00 pm |
Counseling psychology clinic operating hours are from 8.00 am to 4.30 pm.
Client Charter
- To ensure customers at the counter will be served within 15 minutes.
- To provide information about counseling psychology services to every client.
- To strive in providing a therapeutic and conducive counseling room.
- To conduct counseling sessions in an ethical and professional manner.
- To prioritize clients in need of crisis intervention by taking immediate action.
- To protect client information based on the Counselor's Code of Ethics.
