Introduction
The Information Technology Department (CTM) HKL has been operating since 1991 as the Computer Services Unit (UPK). The rebranding since 2001 is in line with the growth of ICT usage in HKL, strengthening of the role and function of ICT in facilitating public sector services, and the proliferation of ICT globally in general.
CTM is one of the branches under Management Division of HKL, lead by the Director of HKL and the Deputy Director (Management).
The roles and functions of CTM are :
- To plan, manage, coordinate and monitor the development and implementation of computerised systems of both medical and management functions
- To plan, manage, coordinate and monitor ICT infrastructure
- To provide ICT consultation services to HKL staff

To strengthen the delivery of health services through a conducive digital ecosystem.
Objective
Plan, manage, coordinate and monitor ICT infrastructure and services to enhance work productivity and effectiveness of the Government health service delivery system.
Organisation Chart
Services
- Plan, manage, implement and coordinate the implementation of KKM's ICT initiatives and application systems;
- Plan, manage, implement and maintain ICT infrastructure services including security, network, servers and server room;
- Plan, manage, implement and maintain ICT technical support services including hardware, software and e-mail; and
- Plan, manage, implement and maintain internal ICT application systems, website and portal.
Client Charter
- Ensure 85% of new applications for Government official e-mail is processed within three (3) working days from the application date.
- Ensure the operations of ICT infrastructure services and application systems exceeds 97% availability.
- Ensure all requests for website content update are based on approval from the Corporate Communications Unit.
- Ensure all ICT equipment / services maintained by contractors meet the obligated time stipulated in the Service Level Agreement (SLA).
