Initially Medical Social Work Service was a welfare service that was introduced at Hospitals in Malaysia in 1952. In the beginning, the service provided was in the form of financial assistance to patients in need, hence the name of this position was known as ‘Lady Almoner’. Until year 1991 there were only 8 Medical Welfare Officers working at the Kuala Lumpur General Hospital, Penang, Ipoh, Melaka, Johor Bahru, Kota Kinabalu and Kuching. In line with the development of the services’ scope, the name of the position, Medical Welfare Officer has been changed to Medical Social Work Officer according to the letter of approval of the Public Service Department no. JPA (S) 253/2/13 klt.85 (16) dated 13 November 2002.

Background

Kuala Lumpur Hospital as a pioneer of the service once led by YBhg. Datuk Hajah Hasnah binti Haji Sulaiman as the Head of the Medical Social Work Department for 22 years from 1994 until her retirement on 15 June 2016. After that, the role  was taken over by En. Zulhan bin Ambi from 16 June 2016 until now with a total number of 26 staffs which include 19 Medical Social Work Officers and 3 Assistant of Medical Social Work Officers as well as 4 support staffs.

The Medical Social Work Officer’s scope of service is to provide psychosocial assistance to the patients and / or beneficiaries. This psychosocial assistance involve patients and / or beneficiaries’ biopsychosocial assessment conducted by Medical Social Work Officer prior to supportive therapy intervention and practical assistance given. Apart from its actual role, the HKL Medical Social Work Department is also responsible to coordinate HKL Volunteer Service as well as managing the HKL Intermediate House and Tabung Kebajikan Perubatan Malaysia HKL branch under the Malaysian Association of Medical Social Officers Services.

Objectives and Functions of the Department

- To provide psychosocial services to patients during the process of prevention, treatment and rehabilitation.

- To restore social function so that patients become productive, independent and able to return to the community in line with their limitations.

- To increase self-confidence towards patients’ empowerment through supportive therapy services.

Client Charter

The initial response time for patients referred for Medical Social services is within 2 working days

Complete Socioeconomic reports for applications to funding agencies will be prepared and sent within 14 working days after all supporting documents received.

Medical Social Work Services are provided for inpatients and outpatients receiving hospital treatment. These services include:

 Practical assistance and supportive therapy are provided to the following cases, including:

ii. Unmarried mother

iii. Domestic violence

iv. Sexual Offenses

v. Acute and Chronic Patients

vi. People with Disabilities

vii. HIV Positive / AIDS

viii. Drug / Alcohol Addiction
