INTRODUCTION

This unit has been operating since December 2009, where this unit was created to taking over the SIHAT duties which expired in November 2011. This unit starts moving to the HKL  Engineering Block in February 2017 which has 13 staff. The purpose of this unit is to control, supervise and monitor  six (6) Perkhidmatan Sokongan Hospital (PSH) provided by the appointed concessionaire (Radicare), provide technical advisory services, monitor development projects and procurement of supplies as well as carry out the process of registration of immovable assets (Aset tak Alih) at HKL.

Involves 6 scopes of Perkhidmatan Sokongan Hospital (PSH) namely FMS, FEMS, BEMS, CLS, HWMS and LLS

BACKGROUND

The Engineering (Operations) Unit, Kuala Lumpur Hospital began operations in December 2009 at which time the Unit was led by a Penolong Pengarah Kanan On 04 November 2010. Perbendaharaan Malaysia has agreed to approve the establishment of a Hospital Support Services Regulatory Unit in hospitals under the Ministry of Health Malaysia (MOH). The basis of the establishment is as an initiative of the Engineering Services Division, MOH in taking over the duties and role of SIHAT which officially ended its service on 31 October 2011.

This unit began to occupy the HKL Engineering Block in February 2017 which has accommodates 13 staff . The purpose of this unit is to control, supervise and monitor six (6) Perkhidmatan sokongan Hospital  (PSH)  provided by the appointed concessionaire (Radicare (M) Sdn. Bhd ), provide technical advisory services, monitor development projects and procurement of supplies as well as carry out the Facility Management (Immovable Assets) process in HKL.

VISION

To be a professional monitoring in ensuring the effectiveness of Hospital Perkhidmatan Sokongan Hospital (PSH) in (6) key services that is Facility Management Services (FMS), Facility Engineering Maintenance Services (FEMS), Biomedical Engineering Maintenance Services (BEMS), Linen and Laundry Services, (LLS), Cleansing Services'(CLS), and Healthcare Waste Management Services  (HWMS) to ensure the well-being and development of Government Health Institutions based on creative and innovative human capital.

MISSION

Our mission is to ensure that Hospital Support Services (PSH) are monitored and implemented effectively through: Ø  Full Compliance with the Standard Operating Procedure (SOP) and current guidelines in ensuring the facilities and equipment of the Facility Engineering Maintenance Services (FEMS) in the hospital are safe and at the optimum level for use.                                                                       

• Full compliance with MS IEC 60601 for all Biomedical Engineering Maintenance Services (BEMS) equipment as well as compliance with MS 838 for radiological equipment.

• Adherence to Standard Operating Procedure (SOP) and current guidelines in ensuring Healthcare Waste Management Services (HWMS) runs regularly and safely in terms of health.

• Adherence to Standard Operating Procedure (SOP) and current guidelines in ensuring Cleansing Services (CLS) runs regularly and safely.

• Adherence to Standard Operating Procedure (SOP) and current guidelines in ensuring Linen and Laundry Services (LLS) runs regularly and safely

OBJECTIVES

• Monitor the implementation of the privatization of six (6) hospital support services for Facility Management Services (FMS), Facility Engineering Maintenance Services (FEMS), Biomedical Engineering Maintenance Services (BEMS), Linen and Laundry Services (LLS), Cleansing Services (CLS) and Healthcare Waste Management Services (HWMS) so that it is implemented in accordance with the requirements and needs as stated in the concession agreement.

• To protect the interests of the Kementerian Kesihatan Malaysia (KKM) and Hospital Kuala Lumpur (HKL) users by ensuring that the requirements and needs are complied as stated in Concession Agreement.

• Ensure that Perkhidmatan Sokongan Hospital (PSH) provided by the Concession Company are efficient and safe.

• Assist the Controlling Officer in carrying out all immovable asset management responsibilities (Facility Management Unit) at the Hospital Kuala Lumpur.

FUNCTIONS OF DEPARTMENT

CONTROL, SUPERVISE AND MONITOR OF PSH

• Manage and conduct inspections on work carried out by the concessionaire based on the guidelines that has been determined.

• Review and confirm the concession company's monthly fee fees through the Validation Committee Meeting (VCM).

• Ensure that the six services provided by the concessionaire are in compliance with the agreement documents and guidelines that has been determined.

 TECHNICAL ADVICE FUNCTION

• Provide correct and accurate technical advice reports to users regarding a system or equipment.

• Ensure that the technical advice provided is complied with by consumers to ensure the safety of patients and staff.

 IMPLEMENTER AND MONITOR OF DEVELOPMENT AND SUPPLY PROCUREMENT PROJECT.

• Assist the Development and Privatization Branch in the preparation of specifications for job acquisition.

•  Assist the Procurement Unit, Finance Branch in preparing specifications for procurement of supplies.

•  Conduct technical assessments for procurement of work and supplies on tender / quotation documents.

•  Collaborate with other technical department such as the Jabatan Kerja Raya (JKR) and the Jabatan Pengairan dan Saliran (JPS) in providing information and views to ensure that the projects implemented comply with and meet the needs of users in the hospital.

• Giving high commitment in ensuring hospital support services provided at hospital kuala lumpur HKL is the best in Malaysia.

•  Prioritize equipment or critical systems to reduce disorder health services to patients.

•  Implement effective monitoring of complaints submitted by consumers if the complaint cannot be dealed by conscience companies.

•  Ensure 6 hospital support services run and organized according to the procedure.

CONTROL AND SUPERVISE HOSPITAL SUPPORT SERVICES (PSH)

• Manage and conduct inspections on work carried out by the concessionaire based on the guidelines and concession agreement that have been determined.

•  Review and confirm the concession company's monthly fee fees through a Validation Committee Meeting (VCM).

•  Ensure that the six services provided by the concessionaire are in compliance with the agreement documents and guidelines that have been determined.

• Implementation and monitoring of Sustainability Program (EM, IAQ and 3R).

TECHNICAL ADVICE AND ENGINEERING

•  Provide correct and accurate reviews / technical advice reports to hospital staff regarding a system or equipment.

•  Ensure that the technical advice provided is followed by hospital staff to ensure the safety of patients and staff.

IMPLEMENTATION AND MONITORING OF SUPPLY DEVELOPMENT AND PROCUREMENT PROJECTS

•  Assist Cawangan Pembangunan & Penswastaan and Unit Perolehan , Cawangan Kewangan,HKL in preparing specifications for procurement of work and supplies.

•  Conduct technical evaluations on quotation documents for procurement of work and supplies.

•  Collaborate with other technical departments such as the Jabatan Kerja Raya (JKR) dan Jabatan Pengairan dan Saliran (JPS) in providing information and views to ensure that the projects implemented comply with and meet the needs of users in the hospital.

•  Collaborate with government Departments / Agencies and other local authorities in the implementation of projects in Hospital Kuala Lumpur such as JKR, DBKL, BOMBA, JKKP, SYABAS and other departments.

DUTIES AND RESPONSIBILITIES OF FACILITY MANAGEMENT UNIT

♦ Manage all government immovable assets at the Hospital Kuala Lumpur level, namely:

•  Receipt And Registration Of Assets

•  Asset Operation And Maintenance

•  Assessing Condition / Asset Performance

•  Restoration / Modification / Upgrading of Assets

•  Asset Disposal

•  Lose and Write-Off

•  Manage the Appointment of the Board of Inquiry into the disposal of government immovable assets, members of the Investigating Committee (Loss and Write-off), technical panel of assessors and the implementing party (if the activity is carried out externally).

♦ Monitor, control and evaluate the achievement of the activity implementation plan of each phase in the life cycle of immovable assets.

♦ Manage the application of management budget estimates (ABM) for the management of immovable assets to the Budget, Treasury division in accordance with the relevant Treasury circulars.

♦ Manage resource requirements, competency training, internal audits and recordsrelated to the management of immovable assets.

♦ Conduct immovable asset management coordination meetings.

♦ Secretariat of JKPAK (Facility) meetings and review meetings at the Hospital Kuala Lumpur level.
